TCE a HOPE
TCE program boja proti HIV/AIDS vytvorila Humana People to People v roku 1999 a prvýkrát ho zaviedla v Zimbabwe v roku 2000.
Projekt z HOPE centra operuje v troch hlavných líniách: zdravotné služby vrátane dobrovoľníckeho poradenstva a testovania, vysunuté programy a aktivity formujúce názor. Ľudia okolo HOPE centra sa organizujú okolo týchto aktivít. V zdravotných službách HOPE centrum poskytuje HIV testovanie kombinované s potrebným predtestovým a potestovým poradenstvom. Niektoré HOPE centrá majú vlastné testovacie zariadenia, zatiaľ čo iné posielajú do a spolupracujú s inými testovacími centrami.

Malawi - Total Control of the Epidemic (AIDS/HIV)
TCE program takes its departure based on the philosophy that "only people can liberate themselves" against the HIV/AIDS epidemic by taking control of their own lives, which calls for every individual to take a stand in controlling the spread of the virus by living according to ones HIV status. TCE sees every individual as an essential building block in collectively turning the tide against HIV/AIDS. The programme equips every person in the targeted area with the knowledge and tools to take control of HIV/AIDS in their own lives.
The model is systematic, cost-efficient, comprehensive, and easily scaled up. By drawing upon local participation, TCE ensures that each community becomes mobilized and organized in the fight against AIDS.
The program builds upon a TCE area of 100,000 people. A total of 25 Field Officers from local communities are recruited and trained to conduct three-year, house-to-house campaigns. Each Field Officer has responsibility for (a Field of) 4,000 people. The Field Officer moves from house to house with the goal of guiding and counseling each individual towards getting in control of not spreading or not getting the virus - and how to live a healthy life and how to support each other in the families as well in the community at large.
An important element is mobilizing volunteers, called "Passionate" to be part of the activities during the project period and to continue them when TCE moves to the next area. The Passionate spearhead Positive Living Groups, Caregivers for Orphans and Vulnerable children, income generating programs, youth clubs and condom outlets. Field Officers incorporate community "Home-based Testing and Counseling" into their visits, which ensures that every individual develops his or her plans with a full awareness of their own HIV status while also combating stigma and discrimination.
The Field Officers also provides the link between the existing health services and the community thereby increasing the uptake for the health services such as Antenatal, PMTCT, TB, Family Planning, etc provided by the Ministry of Health and other partners. TCE is also mobilize the Passionate to run preschools with special care for children infected of affected by the virus.
Results After Initial 3 Years - TCE program was launched in Malawi in 2007 in Zomba and Blantyre districts with funding from United State Department of Agriculture through Planet Aid Inc. The TCE Program reached to a population of 426,399. The final project evaluation from 2007 to 2009 showed the following results in the TCE areas:
Mozambique - HIV/AIDS Prevention
One of the areas where the poverty is most felt in Mozambique and has most serious consequences is in the area of health. At present, life expectancy in Mozambique is only 52.1 years; 92 children out of 1 000 born will not celebrate their 5th birthday.
Mozambique has a HIV prevalence of 11.5%. In the next ten-year period the epidemic can be expected to decrease but still leave the prevalence at an unacceptable level.
As a national NGO operating at grass root level, ADPP has been engaged in many communities to promote improved basic health and promoted an integrated approach to development. ADPP Mozambique became involved in HIV prevention and care through the development and implementation of its two programs – TCE and HOPE.
ADPP started to work with TB prevention and care in 2007 by implementing CB DOT (Community Based Direct Observation and Treatment) in Sofala province where the accumulated experiences from TCE and HOPE have been used to manage an effective CB DOT program.
TCE – Total Control of Epidemic, is a highly systematic 3 year prevention program, which works in an area of 100,000 people with the objective to change people’s behavior in order to reduce the risk of exposure to HIV and to mobilize all individuals and communities to become involved in the fight against this epidemic. The program encourages people to overcome fear, rejection and stigma and to strengthen them to live in a healthy manner according to their status. By the end 2010 TCE reached 1.300.000 people with TCE in 13 areas which all be completed before April / May 2011 where the TCE program will start in 8 areas in Gaza province, reaching 800.000 people under the Global Fund Round 9 Funding.
TCE started in Mozambique in the year 2000.
Mozambique - HOPE
is another ADPP’s HIV/AIDS prevention and care program. HOPE provides testing, counseling, training and outreach services from a clinical centre with satellites based in the community. The idea is to increase the number of HOPE projects in operation and provide a wider range of services with full integration in the MoH’s community-testing program, clinical health services and supporting TCE areas, which have been completed. HOPE started in Mozambique in 2002.
